参赛对象及参赛条件
（一）参赛对象
参赛对象为已在成都创新创业或有意来蓉创新创业的国（境）内外具有博士学位的人员或在读博士研究生，在站或已出站的博士后科研人员。
（二）参赛条件
1、以个人或团队方式报名参赛，以团队参赛的，参赛项目团队成员不超过8人（含8人），且核心成员不超过3人（含3人，且至少有1名为博士博士后研究人员）；
2、参赛项目和所有参赛团队成员均不得在两个赛事组别之间重复兼报，也不得在同一赛事组别里多次报名。
参赛组别
参赛项目分为创新（创意）组、创业组两个组别。
参赛项目类型
优先支持电子信息、生物医药、人工智能、数字经济相关领域项目报名参赛，对符合新药创制、高端诊疗、集成电路、新型显示、智能终端、高端软件、人工智能、工业互联网、数字文创、新型材料等重点产业链发展需求的项目重点支持。鼓励符合成都市28条重点产业链发展需求的项目参赛。
注意事项
（一）参赛资料提交
1、项目基本信息：包含项目名称、项目所在地、主要负责人、项目组别、项目领域等；
2、项目计划书：项目计划书参考模版；
3、博士博士后证明：博士研究生在读证明；博士学历学位证书；国外学历学位认证书（含编号）；博士后进出站证明（仅博士后提供）；
4、企业资质证明（仅创业组）：包括企业营业执照、企业法定代表人或股东成员中至少有1名成员为博士博士后研究人员的相关证明等。

（三）参赛通知
1、关于资料审核过程中的参赛资料补交、修改由大赛组委会一对一通知；
2、关于晋级项目名单将在大赛官网进行公示，晋级项目通知将由大赛组委会一对一通知；
3、关于比赛通知将在大赛官网进行发布，并由大赛组委会一对一通知。
（四）参赛项目知识产权要求
参赛项目可以是参赛者参与或经授权的发明创造或专利技术，也可以是一项可能研发实现的概念产品或服务。参赛团队核心成员必须对其参赛项目拥有合法的知识产权或使用权（授权）。大赛对参赛项目知识产权或使用权（授权）的审查贯穿活动全过程，在比赛的任一环节查实参赛项目知识产权不明晰或者弄虚作假，取消其比赛资格，已经获奖的，取消其获奖资格并收回奖金及获奖证书。
（五）其他事项
本次大赛不收取任何费用，举办大赛所需经费由主办方承担。

Participants and Requirements
(i) Participants
The participants are doctoral degree holders or doctoral students from inside or outside of China who have already started their innovation and entrepreneurship in Chengdu or intend to come to Chengdu to start their innovation and entrepreneurship, and postdoctoral researchers who are in the station or have been discharged from the station.
(ii) Conditions of participation
1. Individuals or teams can apply for the competition. For teams, the number of team members shall not exceed 8 (including 8), and the number of core members shall not exceed 3 (including 3, and at least 1 shall be a doctoral postdoctoral researcher);
2. The participating projects and all team members are not allowed to repeat concurrently between the two event categories, nor can they register multiple times in the same event category.
Entry Group
Participating projects are divided into two groups: Innovation (Creative) Group and Entrepreneurship Group.
Type of entry
Priority will be given to projects in the fields of electronic information, biomedicine, artificial intelligence and digital economy, and key support will be given to projects that meet the development needs of key industrial chains such as new drug creation, high-end diagnosis and treatment, integrated circuits, new displays, intelligent terminals, high-end software, artificial intelligence, industrial internet, digital culture and innovation, and new materials. Projects that meet the development needs of the 28 key industrial chains in Chengdu are encouraged to participate.

(I) Submission of Participation Data
1、Basic project information: including project name, project location, main person in charge, project group, project area, etc;
2、Project plan: reference template of project plan;项目计划书参考模版;
3、Postdoctoral certificate: proof of doctoral study; doctoral degree certificate; certification of foreign education and degree (with number); proof of postdoctoral entry and exit (only for postdoctoral students);
4. Proof of enterprise qualification (only for the entrepreneurial group): including business license of the enterprise, relevant certificates that at least one member of the legal representative or shareholder members of the enterprise is a postdoctoral researcher of PhD.

(iii) Entry Notification
1. The Organizing Committee of the Competition will notify you on a one-to-one basis of any supplementary submission or modification of your entry materials during the data review process;
2、About the list of promoted projects will be published on the official website of the competition, and the notification of promoted projects will be notified by the organizing committee of the competition on a one-to-one basis;
3、About the competition notification will be published on the official website of the competition and one-to-one notification will be made by the organizing committee of the competition.
(iv) Intellectual property requirements
The project may be an invention or patented technology in which the participant is involved or authorized, or a conceptual product or service that may be developed and realized. The core members of the participating team must have legal intellectual property rights or rights of use (authorization) for their projects. The review of the intellectual property rights or the right to use (authorization) of the participating projects will be carried out throughout the whole process of the competition. If the intellectual property rights of the participating projects are found to be unclear or false in any part of the competition, the participants will be disqualified from the competition, and if they have already won awards, they will be disqualified from the awards and the prizes and certificates of awards will be withdrawn.
(v) Other matters
No fee will be charged for the competition, and the funds required for organizing the competition will be borne by the organizer.
